ICBI background
The first ICBI congress was held in Fuzhou, China in 2009 to strengthen international cooperation and jointly address the issue of bioinvasion under global change.

Fuzhou Declaration (2009):
- A call to governments and international organisations to prioritise invasive species and provide the necessary resources to address this global threat.
- Establishment of an International Expert Committee to provide scientific, technical and policy guidance to the ICBI on the development of an ICBI Website, e-Newsletter, and a forum for the exchange of scientific ideas.
- Agreement that the ICBI would be held on a regular basis (4-year interval)
The second ICBI conference in 2013, was held in Qingdao, and prioritised ‘Biological invasions, ecological safety and food security’
The third ICBI conference in 2019 was held in Hangzhou, with the theme of ‘Building capacity to manage biological invasions and facilitate trade’
The fourth ICBI conference in 2023 was held in Christchurch with the main themes of Innovation, collaboration, and partnership
ICBI Association has been formally registered in Hong Kong in 2023, as an international academic organisation to:
- organise the International Congress on Biological Invasions conference
- build an international cooperation platform for biological invasion research
- provide advisory services on biological invasions and biosecurity
